"I ordered the product and had it sent to a PO Box that I normally receive mail. The product never reached me for whatever reason. The vendor refused to send it to me again.

These laws shift collection responsibility from the vendor to the marketplace facilitating the merchant's sale.
AL, AR, AZ, CA, CO, CT, DC, GA, HI, IA, ID, IL, IN, KY, LA, MA, MD, ME, MI, MN, MS, NC, ND, NE, NJ, NM, NV, NY, OH, OK, PA, RI, SC, SD, TN, TX, UT, VA, VT, WA, WI, WV, WY.
Additionally, Lily Rose is registered in the states below and is therefore required to collect sales tax on items sold to customers in these states, to the extent the items are taxable. Whether or not an item is taxable depends upon the laws in effect in the state.

"All returns must be issued a return authorization number. Any returns with this number not clearly written on the outside of the package and without the invoice will be returned to sender. Items returned for reasons other than damage or defect will be returned at the shipper's expense and will incur a 25% re-stocking fee. Returns must be made within 14 days of invoice date. Returns must be in original package with unbroken seal. Defective items need authorization before returning and will be evaluated before credit is issued. Damaged goods need to be reported within 48 hours of receipt to receive credit. Please note: Pharmaceutical drugs, needles, and anesthetics cannot be returned."
